Governor (राज्यपाल)


Governor is head of state in the constitutional matter, as there is president in Center the same way there is Governer In the state, the appointment of a governor is done by the president itself. 

As head of state, the governor represents the state.

A single person can be governor for two or more states.

Governor has many rights to take decision on Legislature. Governor has many constitutional rights to take when there is a political imbalance in the state. Governor is a Constitutional body.

As governor is a constitutional body the major responsibility of the governor is to ensure that the administration in the state is running properly, without any problem.

 

Powers of Governor.

Governor has many powers and responsibilities, all rights are written in section 153 of the Indian constitution, the article says that each state must have a Governor.

All power that President has in Center the governor of the same power has financial, Judicial, and other powers.

 

Article 164(1) of the constitution says that the Governor has the power to appoint Chief Minister of State.

Article 165 of Constitution says governor appoint Justices of High Court.

When any decision that has been pending from a long time Governor has the right to take the final decision on any topic according to article 166.

 

According to Article 174(2) state, cannot conduct the session or can cancel any Vidhan Sabha session.

According to Article 200 without the signature of the Governor, the bill cannot be law in a state.

According to Article 356, Governor can call up to President’s Rule in State.

Governor is the executive head of state and has power over the ministry in the state.

 

The main role of the Governor is while time of the election, If any party does not have enough seats to be the ruling party, then-Governor calls party with majority seats and asks if that a party can prove the majority with the alliance with other parties.

If none of the parties can prove their majority then-Governor can call for president rule for a maximum of 6 months in the state.
